X now end-to-end encrypts DMs (XChat). We export the full conversation history as ciphertext; you unlock it once in your browser with the secure key backup PIN from the X app, and the decrypted archive is saved to your workspace so it opens instantly from then on.

No. X deduplicates records within a rolling 24-hour window, so refreshing the same list again the same day does not bill again.
